WIOA Grants for Forklift Certification in South Dakota: Eligibility, Cost, and How to Apply

Yes, when the program is on the South Dakota Eligible Training Provider List and the job is in demand for your local board. Yes, but usually not on its own. A forklift certification is a one-to-three-day course, and most boards will fund it inside a logistics, warehouse, or supply chain program of two to eight weeks rather than as a standalone training account. The money comes as an Individual Training Account (ITA) that a Job Service office issues and pays straight to the school. WIOA is a grant; you do not pay it back if you finish.

OSHA requires the employer to certify each operator on the trucks the employer uses, so a school certificate is a head start rather than a license. Boards know this. The funded shape is a warehouse or logistics certificate that includes forklift, OSHA 10, and a credential such as the MSSC Certified Logistics Associate, which employers on the regional list ask for.

• Forklift operator certification (OSHA 29 CFR 1910.178) (1 to 3 days). Classroom, practical evaluation, and a card. Employers re-certify on their own equipment.
• Warehouse and logistics certificate (2 to 8 weeks). Forklift plus OSHA 10, inventory systems, and safety. The format boards fund most.
• MSSC Certified Logistics Associate and Technician (Included in many logistics programs). Industry credential that boards count as an outcome.
• CDL Class A or B (3 to 7 weeks). The step up in pay. See the CDL guide; many boards fund it after a warehouse start.

One that runs over gets funded up to the cap, with Pell Grants, state aid, or the school covering the rest. Ask for the cap at intake.

South Dakota Department of Labor and Regulation runs WIOA in South Dakota. You apply in person at a Job Service office; single state workforce area; DLR runs WIOA, unemployment, and the Job Service offices, so the rules are the same in Sioux Falls, Rapid City, Aberdeen, Watertown, and the other centers.

Registration starts on SDWORKS. Find the nearest center through the state locator at dlr.sd.gov. Commonly three to eight weeks from first appointment to a funded seat.

• Adult program: 18 or older, able to work legally, and signed up for Selective Service if that applies to you. Training money goes first to people on public assistance, people with low income, and people who need basic skills. Veterans and eligible spouses go ahead of others in every program.
• Dislocated Worker program: laid off or given notice, on unemployment or ran out of it, or formerly self-employed.
• Youth program: 16 to 24 and out of school, or in school and low income.

You must be 18 to operate a forklift in most workplaces. Many warehouses run a drug screen and a background check. Physical requirements are modest, but the jobs involve lifting and standing for full shifts.

Bring photo ID, your Social Security card, proof you can work, and income or layoff papers. Veterans bring the DD-214. South Dakota also asks for: fafsa confirmation and the school’s financial aid award letter; assessment scores (workkeys, tabe, accuplacer, act, or an industry pre-test).

1. Register on SDWORKS; your case file and training request live there.
2. Contact your Job Service office and complete the interview, assessment, and employment plan. The assessment must show reading and math readiness (WorkKeys against the ACT profile, TABE, Accuplacer, ACT, or an industry pre-test such as TEAS, HESI, or a CDL permit).
3. File the FAFSA and get the school’s Financial Aid Award Letter; DLR requires both before funding.
4. Submit the Occupational Skills Training Request (Form 7). Enroll full time, plan to finish within two years, and keep a 2.0 GPA for later semesters. Apply before you enroll; DLR does not normally fund someone who already started.

At the counselor conversation: Ask whether the board funds a standalone forklift card or only a logistics certificate, which programs are on the ETPL, and whether employers on the regional list hire straight from them.

When you pick the program: Compare which credentials the program ends in (forklift card alone versus MSSC or OSHA 10), the length, the employers that hire graduates, and whether the school offers a CDL step after.

Warehouse interviews are short and about reliability and safety. Supervisors ask about attendance, how you handle a near-miss, and whether you can work a shift pattern. Applicants who answer plainly with an example and who mention safety without being asked get the offer. Rehearse those before you apply.

Employers that certify operators free during onboarding (most large warehouses do), staffing agencies that place warehouse workers and certify them, Job Corps for readers under 25, and a CDL program if you want the larger pay step.
