Where Puerto Rico stands
Puerto Rico has adopted Workforce Pell as public policy and has not yet built the machinery to run it. Governor Jenniffer Gonzalez Colon signed Executive Order OE-2026-043 on August 30, 2026, announced August 31, putting the territory formally behind the program.
The order does real structural work. It creates an interagency committee chaired by the Secretary of Economic Development and Commerce (DDEC), with the Department of Labor, the Department of Education, the Department of State, the Institute of Statistics, the Office of Registration and Licensing of Educational Institutions, the Postsecondary Institutions Board and PRFAA participating. It designates the State Workforce Development Board, attached to DDEC, to coordinate implementation.
What it does not yet produce is a way to apply. No eligible-occupation list, no written guidance and no provider application path has been published. A Puerto Rico institution reading the order knows what the criteria will cover and has nowhere to submit.

Who runs Workforce Pell in Puerto Rico?
The Department of Economic Development and Commerce (DDEC), chairing an interagency committee, with the State Workforce Development Board coordinating implementation. DDEC chairs the committee and the State Workforce Development Board, attached to DDEC, coordinates implementation. The Department of Labor, the Department of Education, the Department of State, the Institute of Statistics, the Office of Registration and Licensing of Educational Institutions, the Postsecondary Institutions Board and PRFAA sit at the table. That is a wide committee for a program that has to reconcile labor market data with academic credentialing.
The composition is a useful signal about the evidence the process will want. Putting the Institute of Statistics alongside the Department of Labor points at employment and wage data doing the deciding, which matches the criteria the committee is to adopt. It also means the guidance, when it comes, is a committee product and not a single agency's memo.
When will Puerto Rico open Workforce Pell applications?
No date has been published. The executive order was signed August 30, 2026 and announced August 31, and the interagency committee it creates has to produce written guidance and an application path before any provider can submit.
Budget for two reviews rather than one. Even after Puerto Rico certifies a program, it goes to the U.S. Department of Education before a student can receive funds, and federal review adds months on top of the territory's own timeline. Any date you plan around today is your expectation, because none has been announced.
Which programs are eligible in Puerto Rico?
The executive order directs the interagency committee to adopt evaluation criteria covering employment, wages, job openings, credential portability, academic progression and employer support, and then to recommend programs to the Governor for certification. Programs in scope run 150 to 599 contact hours over 8 to 15 weeks, which matches the federal band, and federal rules add the 70 percent completion rate and the 70 percent job placement rate.
No eligible-occupation list has been published, so those criteria are the only screen available. Academic progression and employer support are the two that take longest to arrange, because one needs a credit pathway agreement and the other needs employers willing to put a commitment in writing.

What should Puerto Rico programs do now?
Line up employer endorsements in writing. The executive order names employer support among the evaluation criteria. Letters take weeks to collect, and none of that time depends on DDEC publishing guidance.
Document the articulation path for your credential. Academic progression is one of the criteria the order names. If your short program does not currently carry credit toward a longer credential, that is the gap to close before an application path opens.
Build the completion and placement record now. The 70 percent completion and 70 percent placement thresholds are measured on outcomes, and a program that cannot show a verified placement rate for its last cohort is guessing. The order already names employment and wages among the criteria.
