Where Arizona stands
Arizona has certified its first Workforce Pell programs. Governor Katie Hobbs, the Workforce Arizona Council, and the Arizona Office of Economic Opportunity announced on September 23, 2026 that the state certified three: Eastern Arizona College's Commercial Driver License program, HDS Truck Driving Institute's Commercial Driver License program, and Pima Medical Institute's Phlebotomy Technician program. The institutions can now submit them to the U.S. Department of Education.
Nine programs were submitted by the August 24, 2026 application deadline. Three were approved and the other six were deferred to the council's November 2026 meeting, so two thirds of the first group of applicants are still waiting on a decision.
Starting in 2027, OEO plans two application cycles a year, with windows opening in January and July and Council action twice a year. If your program was not in the August 24 batch, the January 2027 window is the date you are working toward.

Who runs Workforce Pell in Arizona?
the Arizona Office of Economic Opportunity and the Workforce Arizona Council. The Arizona Office of Economic Opportunity administers state certification. The Workforce Arizona Council is the body that votes programs through, which is where the first three approvals and the six deferrals happened.
State approval is the first of two gates. After Arizona certifies a program, it goes to the U.S. Department of Education, which makes the final eligibility decision before any student can receive Workforce Pell funds, and federal review adds months on top of the state timeline. A certification announced September 23, 2026 does not put money in front of a student in the same term.
When is the next Arizona Workforce Pell application window?
January 2027. The first state application cycle closed August 24, 2026. Starting in 2027, OEO plans two cycles a year, with windows opening in January and July and Council action twice a year. There is no published intake between August 24 and the January window.
The nearer date belongs to the six deferred programs, which go back to the Workforce Arizona Council at its November 2026 meeting. If you are one of those six, November is your decision date. If you are not, the reasonable expectation is that a January 2027 submission plus federal review afterward puts a first funded enrollment no earlier than the 2027-28 academic year.
Which programs are eligible in Arizona?
The three certified so far are Eastern Arizona College's Commercial Driver License program, HDS Truck Driving Institute's Commercial Driver License program, and Pima Medical Institute's Phlebotomy Technician program. What should Arizona programs do now?
Decide whether you are in the November group or the January 2027 group. Six of the nine programs submitted by August 24 go back to the Workforce Arizona Council in November 2026. Every other institution is working toward the January 2027 window.
Check your clock hours and calendar weeks against the federal limits. A program has to run 150 to 599 clock hours across 8 to 15 weeks. Arizona's first three approvals cleared that floor, and a program that does not clear it will not reach a council vote.
Build the completion and placement record now. The 70/70 thresholds are measured on outcomes, and a program that cannot show a verified placement rate for its last cohort is guessing. The January 2027 window is about three months away.
