Eligibility is limited to six priority fields: Advanced Manufacturing; Computer Science, IT and Telecommunications; Construction; Energy; Healthcare; and Tourism. A program outside those six has no path in this process.

The Governor's Office reviews program data and approves or denies each request. An approved program gets a signed State Workforce Pell Program Certification, which the institution uploads to its federal E-App. No approved-program list has been published yet.

Who runs Workforce Pell in West Virginia?

Senate Bill 490, signed by Governor Patrick Morrisey on May 27, 2026, is the state's Workforce Pell law. In practice, WVCTCS runs intake for the public community and technical colleges, and the Governor's Office makes the decision. The signed state certification is the hand-off to the U.S. Department of Education: it goes into the institution's E-App, and federal review runs from there before any student can receive funds.
