A joint Board of Regents and Louisiana Works policy was approved on August 26, 2026, with five programs expected to advance to the Workforce Investment Council. The published sequence runs Advisory Council consultation, then Workforce Investment Council action, then the Governor certifying to the U.S. Department of Education within 15 calendar days of WIC approval. No Year 1 roster has been posted.
For an institution not on the Year 1 list, the next door is a year away. The work between now and then is making the case for the 2027-28 round: occupation demand, a program inside the federal hour band, and an outcome record.

Who runs Workforce Pell in Louisiana?

When can a Louisiana institution apply?
Not until award year 2027-28, when institutional submissions open through the Louisiana Works portal. The Year 1 list is state-originated, and no Year 1 roster has been published. Institutions not on it should treat the 2027-28 cycle as the first application window and build toward it.
Programs on the Year 1 list still have three steps ahead of them: Workforce Investment Council action, the Governor's certification within 15 days of it, and then federal review. Enrollment follows federal approval, and the state has posted no date for any of the three.
Which programs are eligible in Louisiana?
Year 1: the programs the Board of Regents identified, in the occupations and sectors Louisiana Works lists, with construction trades prominent. The federal floors apply: 150 to 599 clock hours, 8 to 15 weeks, a recognized credential, 70 percent completion, and 70 percent placement verified against UI wage records.
The state-named model means the first cohort is public-system heavy. When applications open in 2027-28, private providers will be measured against the same wage-record verification.

What should Louisiana programs do now?
If your program is among the Year 1 programs, plan for three more steps. Workforce Investment Council action, the Governor's certification within 15 calendar days of it, and U.S. Department of Education approval all come before enrollment. Financial aid offices should have the program set up in their systems ahead of the federal decision.
If it is not, aim at the 2027-28 window. Match the program to the Louisiana Works occupation list, confirm the hour band, and start the outcome record now so two cohorts of completion and placement data exist by the time applications open.
Verify placements the way the state will. Louisiana checks the 70 percent placement threshold against UI wage records. A program that tracks placements with employer verification will match that record; one that relies on self-report will not.
