Does WIOA pay for HVAC school in Utah?

Yes, when the program is on the Utah Eligible Training Provider List and the job is in demand for your local board. Yes. HVAC and refrigeration technician is on the in-demand list of nearly every local board, and community college and trade school HVAC certificates are among the most common entries on state Eligible Training Provider Lists. The money comes as an Individual Training Account (ITA) that a DWS Employment Center issues and pays straight to the school. WIOA is a grant; you do not pay it back if you finish.

No fixed statewide cap; DWS policy applied by your case manager against your employment plan and the program cost. ITAs combine with Pell and other aid.

The money comes as an Individual Training Account (ITA) that your American Job Center pays straight to the school. HVAC is a tools-and-certification field, so ask at intake for the school's required tool list and the EPA Section 608 exam fee to go into your plan as supportive services. Both are routinely approved.

The credentials boards usually fund:

  • HVAC/R technician certificate (community college or trade school) (15 to 52 weeks). Residential and light commercial systems, electrical, refrigeration cycle, and the EPA 608 exam. The format boards fund most.
  • EPA Section 608 certification (Included in the certificate). Federal law requires it to handle refrigerants. Every funded program should end with the exam.
  • NATE or HVAC Excellence entry certifications (Exam only). Employer-recognized. Ask whether the exam fee is in the program price.
  • Associate degree in HVAC/R (2 years). Funded by some boards when the school is on the list, but most boards cap training at one to two years, so ask first.

No fixed statewide cap; DWS policy applied by your case manager against your employment plan and the program cost. ITAs combine with Pell and other aid. A program that fits inside the cap gets funded in full. One that runs over gets funded up to the cap, with Pell Grants, state aid, or the school covering the rest. Ask for the cap at intake.

HVAC license and certification in Utah: what you need

Every HVAC technician who handles refrigerant must hold the federal EPA Section 608 certification, earned by passing a proctored exam that does not expire. Beyond that, many states and some cities license HVAC contractors or technicians through a licensing board, usually after documented work hours and a trade exam. Journeyman and contractor licenses renew on a one to three year cycle set by the state.

Utah sets the fee, the renewal cycle and any extra hours through its own board or registry. Your counselor at a DWS Employment Center confirms the current rule at intake, and a program on the state's approved list is built to meet it.

Where you apply in Utah

Utah Department of Workforce Services runs WIOA in Utah. You apply in person at a DWS Employment Center; single state workforce area (grandfathered from the prior federal law): DWS manages all funds and distributes them to its Employment Centers across nine Economic Service Areas, so the rules are the same everywhere.

Registration starts on jobs.utah.gov. Find the nearest center through the state locator at jobs.utah.gov. Commonly three to eight weeks from first appointment to a funded seat.

Who qualifies for a WIOA HVAC grant in Utah?

  • Adult program: 18 or older, able to work legally, and signed up for Selective Service if that applies to you. Training money goes first to people on public assistance, people with low income, and people who need basic skills. Veterans and eligible spouses go ahead of others in every program.
  • Dislocated Worker program: laid off or given notice, on unemployment or ran out of it, or formerly self-employed.
  • Youth program: 16 to 24 and out of school, or in school and low income.

Schools usually require a high school diploma or GED, a driver's license for the service-truck jobs graduates take, and the ability to lift 50 pounds and work in attics and on roofs. Some employers require a clean driving record, so ask about that before you enroll.

Bring photo ID, your Social Security card, proof you can work, and income or layoff papers. Veterans bring the DD-214.

How to apply for WIOA HVAC funding in Utah

  1. Go to jobs.utah.gov/career, select the training support you need, click How to Apply, then Apply Now; the application runs through the same DWS online account used for other department programs. Or walk into any Employment Center.
  2. Register in the DWS job system at jobs.utah.gov.
  3. Meet a case manager for eligibility and the employment plan; DWS can often verify SNAP or TANF status internally.
  4. Choose a program on the Training Provider List and receive the ITA.

At the counselor conversation: Ask which HVAC programs are on the ETPL, whether each includes the EPA 608 exam, and whether the board covers the tool list as a supportive service.

When you pick the program: Compare hours of hands-on lab time per student, whether the program covers both heating and refrigeration, the exams included in the price, and where last year's graduates were hired.

The Utah WIOA guide covers the state's intake in detail, and the national application guide covers the six steps everywhere.

After the certificate: the service-tech interview

Most HVAC hiring runs through a short interview with a service manager and, at larger contractors, a ride-along day. Graduates who can walk through a diagnostic sequence out loud, explain a refrigerant charge, and talk about how they handle a customer in a hot house get the ride-along. That is the interview to rehearse before graduation, and placement in the second quarter after exit is the number your program is measured on.

If WIOA cannot pay for you this quarter in Utah

Union pre-apprenticeship and apprenticeship programs (UA and SMART locals train HVAC/R at no tuition and pay while you learn), manufacturer and distributor training programs, and Workforce Pell where an HVAC program has been approved in your state. Ask your counselor about all three before paying tuition yourself.

Utah is still setting up its Workforce Pell process, per our state tracker. The Workforce Pell application guide covers the short-program Pell path.

Frequently asked questions

Does WIOA pay for HVAC school in Utah?

Yes, when the program is on the Utah Eligible Training Provider List and the job is in demand for your local board. No fixed statewide cap; DWS policy applied by your case manager against your employment plan and the program cost. ITAs combine with Pell and other aid. The federal list shows 5 approved HVAC programs in Utah. Most programs run 42 to 48 weeks, and the best employment result is 64 percent working after the program at FORTIS COLLEGE, SALT LAKE CITY.

How much does HVAC training cost in Utah?

Most programs run $3,000 to $15,000, and most on the Utah list take 42 to 48 weeks. Exam and license fees: EPA 608 exam, $25 to $150, and NATE exams around $150 each. A WIOA training account pays the school directly, and it usually covers the exam fee too.

How much do HVAC technicians make in Utah?

In Utah, HVAC technicians earned a median $28.24 an hour in May 2025, about $58,700 a year for full-time work (U.S. Bureau of Labor Statistics).

Will WIOA pay for HVAC school?

Yes, in most areas. HVAC certificates are widely listed on state ETPLs and HVAC technician is on nearly every board's in-demand list. An Individual Training Account from your American Job Center pays the school directly.

How much does WIOA cover for HVAC training?

Typical HVAC certificates cost $3,000 to $15,000. Most boards cap training accounts somewhere between $4,000 and $10,000, so ask your counselor for the local cap and whether the school's price fits inside it.

Does WIOA pay for HVAC tools and the EPA 608 exam?

Usually, as supportive services written into your plan. Bring the school's required tool list and the exam fee to intake so they are approved up front.

How long does approval take?

Plan on three to eight weeks from your first visit to a paid seat. Smaller offices are faster. May and June are slower because the money is spoken for. The biggest delay is a missing paper. Bring everything to the first visit so you do not need a second one.

Can I apply online?

Part of it. You create your account on jobs.utah.gov online. That is step one. But the eligibility decision happens with a case manager at a DWS Employment Center. Bring your papers to that visit.

What documents do I bring?

Bring a photo ID, your Social Security card, and proof you can work in the U.S. Bring pay stubs or a benefits letter. If you were laid off, bring the layoff letter or your unemployment letter. Veterans bring the DD-214. Men born in 1960 or later bring proof they signed up for Selective Service. If you never signed up and are 26 or older, ask the center what proof they accept.

Can I get WIOA more than once?

Sometimes. The law does not set a lifetime limit. Each local board sets its own rule. Some boards allow one training account per person. Some make you wait between two. Some allow a second one if it leads to a better job. Ask your board what its rule is before you pick a program.

Is there a waitlist?

Sometimes, near the end of a funding year. Boards get their money once a year and spend it down. If your board says the money is gone, ask to finish your intake now so you are first when the next money arrives. Ask for that date.

Does it cover LPN / BSN / phlebotomy / CDL?

Yes, when the program is on the Utah list. The federal list shows 11 LPN or LVN programs, 11 BSN programs, 10 phlebotomy programs, 19 CDL programs in Utah, plus 22 CNA programs. A BSN takes four years, and most boards cap how long they fund, so ask before you plan on it. Your board also has to call the job "in demand."
