Does WIOA pay for plumbing school in Texas?

Yes, when the program is on the Texas Eligible Training Provider List and the job is in demand for your local board. Yes. Plumber and pipefitter are on the in-demand list of nearly every board, and WIOA pays for the pre-apprenticeship or certificate that gets you into a registered apprenticeship, which then pays you for four to five years with no tuition. The money comes as an Individual Training Account (ITA) that a Workforce Solutions office issues and pays straight to the school. WIOA is a grant; you do not pay it back if you finish.

No statewide cap; each of the 28 boards sets its own. Ask your counselor for the board cap and whether funds remain this program year.

As with electrical work, the counselor will ask which door you are taking. A short pre-apprenticeship with a direct-entry agreement into a UA local or a contractor association program is the fastest funded route. A community college plumbing certificate is the alternative where no apprenticeship has open slots.

Capstone Workforce's free navigator checks your Texas eligibility door in two minutes, and the $4.99 apply guide lists the plumbing programs on the Texas list with the documents the state asks for, so you walk into a Workforce Solutions office with the plan already written.

Ask the school for its price in writing, and confirm the program with your counselor before you enroll.

The credentials boards usually fund:

  • Plumbing pre-apprenticeship (8 to 16 weeks). Safety, tools, math, pipe basics, and a direct-entry agreement with UA, PHCC, or ABC programs. The fastest funded route.
  • Plumbing technology certificate (24 to 52 weeks). Community college or trade school. Hours usually count toward the state license.
  • Registered apprenticeship (UA, PHCC, ABC) (4 to 5 years, paid). No tuition. WIOA can fund related instruction, tools, and books.
  • OSHA 10 and OSHA 30 (1 to 4 days). Required on most job sites. Usually included in the pre-apprenticeship.

The Texas Statewide ETPL is searched through your Workforce Solutions counselor; the program must be on your board’s Target Occupations list. The Texas ETPL guide covers the list itself, and the national plumbing guide covers what boards pay for everywhere.

One that runs over gets funded up to the cap, with Pell Grants, state aid, or the school covering the rest. Ask for the cap at intake.

Where you apply in Texas

Texas Workforce Commission (Workforce Solutions) runs WIOA in Texas. You apply in person at a Workforce Solutions office; 28 local Workforce Development Boards operating as Workforce Solutions offices (Greater Dallas, Alamo, Gulf Coast, Coastal Bend, Central Texas, and 23 others); your board sets the cap and the Target Occupations list.

Registration starts on WorkInTexas.com. Find the nearest center through the state locator at www.twc.texas.gov. Two to eight weeks; smaller boards move faster than Dallas, Houston, and San Antonio in high-demand periods.

Who qualifies for a WIOA plumbing grant in Texas?

  • Adult program: 18 or older, able to work legally, and signed up for Selective Service if that applies to you. Training money goes first to people on public assistance, people with low income, and people who need basic skills. Veterans and eligible spouses go ahead of others in every program.
  • Dislocated Worker program: laid off or given notice, on unemployment or ran out of it, or formerly self-employed.
  • Youth program: 16 to 24 and out of school, or in school and low income.

Apprenticeships require a high school diploma or GED, a driver's license, an aptitude test, and usually a drug screen. The work is physical: crawlspaces, trenches, and lifting. Ask the pre-apprenticeship which programs it feeds and how many of last year's graduates were accepted.

Bring photo ID, your Social Security card, proof you can work, and income or layoff papers. Veterans bring the DD-214.

How to apply for WIOA plumbing funding in Texas

  1. Register on WorkInTexas.com and complete the profile before your first appointment.
  2. Find your Workforce Solutions office through twc.texas.gov and book intake.
  3. Complete the assessment and Individual Employment Plan.
  4. Choose a program on the Statewide ETPL in a Target Occupation for your board and receive the ITA.

At the counselor conversation: Ask which plumbing programs are on the ETPL, which have direct-entry agreements with apprenticeships, and whether the board covers tools and OSHA cards as supportive services.

When you pick the program: Compare apprenticeship placements (not just job placements), whether hours count toward the state license, the tool list, and the price against the board's cap.

The Texas WIOA guide covers the state's intake in detail, and the national application guide covers the six steps everywhere.

After the pre-apprenticeship: the apprenticeship panel

Plumbing apprenticeships select through an aptitude test and a panel interview. The panel asks why the trade, how you handle dirty and cold work, what you did the last time you fixed something wrong, and whether you will be on site at 6 a.m. Applicants who answer with a plain story behind each one rank higher. Rehearse that panel before you apply.

Frequently asked questions

Does WIOA pay for plumbing school in Texas?

Yes, when the program is on the Texas Eligible Training Provider List and the job is in demand for your local board. No statewide cap; each of the 28 boards sets its own. Ask your counselor for the board cap and whether funds remain this program year. The federal list shows 32 approved plumbing programs in Texas. Among the 30 with the best results, most programs run 52 weeks, and the best employment result is 82 percent working after the program at Skillpoint Alliance.

How much does plumbing training cost in Texas?

Most programs run $2,000 to $12,000, and most on the Texas list take 52 weeks. Exam and license fees: Apprenticeship aptitude test, usually free; state journeyman exam later, $50 to $200. A WIOA training account pays the school directly, and it usually covers the exam fee too.

How much do plumbers make in Texas?

In Texas, plumbers earned a median $28.77 an hour in May 2025, about $59,800 a year for full-time work (U.S. Bureau of Labor Statistics).

Will WIOA pay for plumbing school?

Yes. WIOA funds plumbing pre-apprenticeships and certificates on the state ETPL. The registered apprenticeship itself pays you and charges no tuition.

How much does WIOA cover for plumbing training?

Pre-apprenticeships run $2,000 to $5,000 and certificates $5,000 to $12,000. Most boards cap training accounts between $4,000 and $10,000.

How long is a WIOA-funded plumbing program?

Eight to sixteen weeks for a pre-apprenticeship; six months to a year for a certificate. The apprenticeship after that is four to five years of paid work.

How long does approval take?

Two to eight weeks; smaller boards move faster than Dallas, Houston, and San Antonio in high-demand periods. The biggest delay is a missing paper. Bring everything to the first visit so you do not need a second one.

Can I apply online?

Part of it. You create your account on WorkInTexas.com online. That is step one. But the eligibility decision happens with a career counselor at a Workforce Solutions office. Bring your papers to that visit.

What documents do I bring?

Bring a photo ID, your Social Security card, and proof you can work in the U.S. Bring pay stubs or a benefits letter. If you were laid off, bring the layoff letter or your unemployment letter. Veterans bring the DD-214. Men born in 1960 or later bring proof they signed up for Selective Service. If you never signed up and are 26 or older, ask the center what proof they accept.

Can I get WIOA more than once?

Sometimes. The law does not set a lifetime limit. Each local board sets its own rule. Some boards allow one training account per person. Some make you wait between two. Some allow a second one if it leads to a better job. Ask your board what its rule is before you pick a program.

Is there a waitlist?

Sometimes, near the end of a funding year. Boards get their money once a year and spend it down. If your board says the money is gone, ask to finish your intake now so you are first when the next money arrives. Ask for that date.

Does it cover LPN / BSN / phlebotomy / CDL?

Yes, when the program is on the Texas list. The federal list shows 122 LPN or LVN programs, 19 BSN programs, 63 phlebotomy programs, 128 CDL programs in Texas, plus 77 CNA programs. A BSN takes four years, and most boards cap how long they fund, so ask before you plan on it. Your board also has to call the job "in demand."
