How does WIOA work in Harris County?

WIOA in Harris County runs through Workforce Solutions. Workforce Solutions is the working name of the Gulf Coast Workforce Board, run by the Houston-Galveston Area Council. It covers Harris County and twelve neighboring counties, and its career offices are the region's American Job Centers under the Texas Workforce Commission. Workforce Solutions runs career offices across Harris County, including the east side around Pasadena and Baytown, the northwest around Cypress and Katy, and the north around Humble and Spring, plus the Houston offices covered in the Houston guide. Who qualifies in Harris County?

  • Adult program: 18 or older, able to work legally, and signed up for Selective Service if that applies to you. Training money goes first to people on public assistance, people with low income, and people who need basic skills. Veterans and eligible spouses go ahead of others in every program.
  • Dislocated Worker program: laid off or given notice, on unemployment or ran out of it, WARN-affected workers, displaced homemakers, and formerly self-employed workers. Refinery, petrochemical, and contractor layoffs along the Ship Channel make the Dislocated Worker door a busy one in east Harris County.
  • Youth program: 14 to 24 with at least one barrier to work. Most of the money goes to out-of-school youth 16 to 24.

How do you apply for WIOA in Harris County?

  1. Make your WorkInTexas.com account at www.workintexas.com. It is the statewide job site and the front door to WIOA intake.
  2. Visit a Workforce Solutions career office or attend the orientation. Confirm the schedule on wrksolutions.com.
  3. Finish the eligibility check. Bring photo ID, your Social Security card, proof you can work, and income or layoff papers. Veterans bring the DD-214.
  4. Finish the assessment and the employment plan. Required before a training account is approved.
  5. Pick a program from the Texas ETPL. The Texas Statewide ETPL is searched through your Workforce Solutions counselor; the program must be on your board’s Target Occupations list.
  6. Get the Individual Training Account. Paid to the school directly. Two to eight weeks; smaller boards move faster than Dallas, Houston, and San Antonio in high-demand periods.

What does WIOA pay for in Harris County?

  • Energy, petrochemical, and industrial trades: welding, pipefitting, instrumentation, process technology, industrial maintenance, and NCCER credentials at San Jacinto College and Lone Star College.
  • Healthcare: CNA, medical assistant, phlebotomy, EKG, LVN, and billing and coding, with hospital systems in every part of the county.
  • Transportation and logistics: CDL Class A and B, forklift, and warehouse credentials around the Port of Houston and the Baytown terminals.
  • Construction and skilled trades: electrical, HVAC, plumbing, and pre-apprenticeship paths.
  • Information technology: help desk, CompTIA, and cybersecurity certifications.

No statewide cap; each of the 28 boards sets its own. Ask your counselor for the board cap and whether funds remain this program year. Check any exact program against the current Texas ETPL with your counselor before enrolling. In-demand lists change yearly.
