WIOA Grants for LPN School in Massachusetts: Eligibility, Cost, and How to Apply

Yes, when the program is on the Massachusetts Eligible Training Provider List and the job is in demand for your local board. Yes, in most states, when the program is on the state list and fits inside the board's caps. Licensed practical nurse (licensed vocational nurse in California and Texas) is on the in-demand list nearly everywhere, and the federal ETPL index lists more than a thousand LPN programs. The money comes as an Individual Training Account (ITA) that a MassHire Career Center issues and pays straight to the school. WIOA is a grant; you do not pay it back if you finish.

No statewide cap; each board sets its own, and the figures centers quote generally fall between $5,000 and $7,500, paid to the school for tuition, fees, books, uniforms, and exams. WIOA is the fund of last resort (February 2025 issuance), so Pell and other grants apply first.

The two things that decide it are the board's dollar cap and its length cap. A 12 to 18 month LPN program at a community college usually fits a $10,000 cap when the board pays tuition only and you cover the rest with Pell. A private school at $25,000 usually does not. Ask for both caps at intake and bring the school's full price sheet.

The credentials boards usually fund:

• Practical nursing certificate or diploma (12 to 18 months). Community college or technical school. Ends in eligibility for the NCLEX-PN. The funded standard.
• NCLEX-PN and state license (Exam after the program). The license is the credential. The program should include exam prep; the fee is often a supportive service.
• LPN-to-RN bridge (12 to 24 months). Funded by some boards as a second training account after you are working. Ask about the board's rule on a second account.

The MA ETPL (DCS Policy 14-106-2 for FY27) is searched through the Training Finder inside JobQuest; your career center may also keep its own approved-vendor list, and the program must be on both. What the job pays: In Massachusetts, LPNs earned a median $38.57 an hour in May 2025, about $80,200 a year for full-time work (U.S. Bureau of Labor Statistics).

Most states run a background check and require renewal every two years with continuing education hours. The license is state-specific; moving states means endorsement through the new board.

Massachusetts sets the fee, the renewal cycle and any extra hours through its own board or registry. Your counselor at a MassHire Career Center confirms the current rule at intake, and a program on the state's approved list is built to meet it.

Massachusetts Department of Career Services (MassHire) runs WIOA in Massachusetts. You apply in person at a MassHire Career Center; 16 MassHire Workforce Boards and more than 25 career centers, each serving a defined area; your board approves ITAs and sets the cap.

Registration starts on MassHire JobQuest. Find the nearest center through the state locator at www.mass.gov. MassHire Central estimates 6 to 8 weeks from first contact to training because the seminar, counselor meeting, Training Information Meeting, and TABE run in sequence.

• Adult program: 18 or older, able to work legally, and signed up for Selective Service if that applies to you. Training money goes first to people on public assistance, people with low income, and people who need basic skills. Veterans and eligible spouses go ahead of others in every program.
• Dislocated Worker program: laid off or given notice, on unemployment or ran out of it, or formerly self-employed.
• Youth program: 16 to 24 and out of school, or in school and low income.

Programs are competitive: most require a TEAS entrance exam, prerequisite courses, and a background check for the clinical rotations. Apply to the school and to WIOA in parallel, because the training account cannot be issued until you have a seat, and seats fill months ahead.

Bring photo ID, your Social Security card, proof you can work, and income or layoff papers. Veterans bring the DD-214. Massachusetts also asks for: tabe reading and math results (taken through the career center).

1. Create a MyMassGov account and register in MassHire JobQuest.
2. Attend a Career Center Seminar (in person or virtual) to become a member; it must be within the past 12 months.
3. Meet your career counselor with eligibility documents.
4. Attend the Training Information Meeting and take the TABE reading and math test; both are required before an ITA.
5. Choose a program on both the MA ETPL and your center’s vendor list and receive the ITA.

At the counselor conversation: Ask which LPN programs are on the ETPL, the board's dollar cap and length cap, whether the board pays tuition only or the full cost of attendance, and how Pell stacks with the training account.

When you pick the program: Compare NCLEX-PN pass rates (the state board of nursing publishes them), total price against the board cap, prerequisite requirements, and the next start date against the board's funding calendar.
