What is the Massachusetts ETPL?

The Massachusetts Eligible Training Provider List is the set of programs that WIOA money can pay for in the state. It is the Massachusetts ETPL, set by DCS Policy 14-106-2 and searched through the Training Finder inside JobQuest. Massachusetts Department of Career Services (MassHire) keeps it. A program has to be on the list, and lead to a job the local board calls in demand, before a MassHire Career Center will issue an Individual Training Account for it. 953 Massachusetts programs are on the federal index, including 42 CDL, 38 CNA, and 13 LPN programs.

Capstone Workforce's free navigator checks your WIOA eligibility door in two minutes, and the $4.99 apply guide lists the Massachusetts programs in your field with the documents the state asks for, so you walk into intake with the program already picked.

What is on the Massachusetts list

Program typePrograms in MassachusettsWhat that means for funding
All listed programs953Every program the state reported to the federal index
CDL (Class A and B)42See the CDL guide for what boards pay
CNA38The most-funded short healthcare program
Phlebotomy26Four to twelve weeks, funded nearly everywhere
LPN or LVN13Funded where the program fits the board's length cap
RN (associate degree)none listedFunded by boards that allow two-year programs
BSNnone listedRarely funded; four years exceeds most caps

Counts from the DOL ETA-9171 index at TrainingProviderResults.gov, counted by program name and credential in September 2026. The state's own list is the one a counselor funds from; the two usually match but the state list updates first.

Two lists, not one. Being on the state ETPL is necessary but a MassHire career center may also keep its own approved-vendor list, and a program has to be on both before an Individual Training Account pays for it. Training Opportunities Program and Section 30 approvals run through a separate contact again.

How WIOA pays for a program on the Massachusetts list

  1. Find your center. The Massachusetts WIOA guide covers intake, documents, and timing in the state.
  2. Create a MyMassGov account and register in MassHire JobQuest.
  3. Attend a Career Center Seminar (in person or virtual) to become a member; it must be within the past 12 months.
  4. Meet your career counselor with eligibility documents.
  5. Attend the Training Information Meeting and take the TABE reading and math test; both are required before an ITA.
  6. Choose a program on both the MA ETPL and your center’s vendor list and receive the ITA.

WIOA is a grant. You do not pay it back if you finish the program. The national application guide covers the six steps in detail, and the occupation guides cover what boards typically pay for CDL, CNA, LPN, phlebotomy, and the trades.

How a training provider gets on the Massachusetts ETPL

Providers apply, and renew, online in TrainingPro. The MassHire Department of Career Services reviews the provider application while the local Workforce Boards review the course information, so both have to clear before a program is listed.

Initial eligibility asks for the program's credential, length, cost, and the occupation it leads to. Continued eligibility asks for outcomes. Annual, and on a hard date: an application has to be submitted or renewed before June 1 each year, and a provider resubmits for subsequent eligibility every year.

Registered apprenticeship sponsors are listed automatically on request in every state; the apprenticeship guide covers that path.

The counselor's first question is usually this one: "Why this training, and how will you get to class every day for the length of the program?" Your answer at that appointment decides your funding. Practice it and the rest of the visit out loud for 7 days. The AI plays the counselor and scores how clear you were. One payment, nothing renews.

What staying on the list requires: the reporting

Every listed program reports the same federal measures each year: how many participants completed, how many were employed in the second and fourth quarters after exit, their median earnings, and how many earned the credential. States pull employment and earnings from wage records; providers supply completions and credentials. A program that misses the state's minimum levels comes off the list, and a provider that misses the reporting deadline comes off with it.

The two numbers providers most often cannot produce on demand are credential attainment inside the one-year window and a verified placement record. The credential attainment guide and the six-indicator guide cover what each requires.

Frequently asked questions

What is the Massachusetts ETPL?

The list of training programs that WIOA money can pay for in Massachusetts. It is the Massachusetts ETPL, set by DCS Policy 14-106-2 and searched through the Training Finder inside JobQuest. A program has to be on it, and lead to a job the local board calls in demand, before an American Job Center will issue an Individual Training Account for it.

How do I search the Massachusetts ETPL?

The MA ETPL (DCS Policy 14-106-2 for FY27) is searched through the Training Finder inside JobQuest; your career center may also keep its own approved-vendor list, and the program must be on both. The federal index at TrainingProviderResults.gov shows the same programs with their reported completion and employment rates.

Is my school on the Massachusetts ETPL?

Search the state list by the school's name and the exact program. The federal index counts 953 Massachusetts programs. If the school is listed but the specific program is not, WIOA cannot pay for that program. Ask the school whether it has applied.

How does a training provider get on the Massachusetts ETPL?

Providers apply, and renew, online in TrainingPro. The MassHire Department of Career Services reviews the provider application while the local Workforce Boards review the course information, so both have to clear before a program is listed.

How often is the Massachusetts ETPL renewed?

Annual, and on a hard date: an application has to be submitted or renewed before June 1 each year, and a provider resubmits for subsequent eligibility every year.

Does being on the ETPL mean WIOA will pay for my program?

Being listed is necessary, not sufficient. No statewide cap; each board sets its own, and the figures centers quote generally fall between $5,000 and $7,500, paid to the school for tuition, fees, books, uniforms, and exams. WIOA is the fund of last resort (February 2025 issuance), so Pell and other grants apply first. The board also has to call the job in demand for your area.
