How does WIOA work in San Diego?
WIOA in San Diego runs through the San Diego Workforce Partnership, the local workforce development board for San Diego County. Services come through the county's America's Job Center of California (AJCC) sites. San Diego County is a single local workforce area. So the Partnership sets the regional priority sectors, contracts the career centers, and sets Individual Training Account (ITA) policy within the rules the California Employment Development Department (EDD) runs statewide. The Partnership runs AJCC career centers across the county, in the city of San Diego and in the North, East, and South County regions. Each handles WIOA intake, career counseling, workshops, and training referrals. Confirm current locations and hours on workforce.org before you go. Youth 16 to 24 who are out of school are served through the Partnership's youth providers rather than adult intake. Ask at any center which door fits you.
Who qualifies in San Diego?
- Adult program: 18 or older, able to work legally, and signed up for Selective Service if that applies to you. Training money goes first to people on public assistance, people with low income, and people who need basic skills. Veterans and eligible spouses go ahead of others in every program. San Diego's large military population makes this the most common priority door at county centers.
- Dislocated Worker program: laid off or given notice, on unemployment or ran out of it, WARN-affected workers, displaced homemakers, and formerly self-employed workers.
- Youth program: 14 to 24 with at least one barrier to work. Most of the money goes to out-of-school youth 16 to 24.
How do you apply for WIOA in San Diego?
- Make your CalJOBS account. Sign up at caljobs.ca.gov. CalJOBS is the statewide job site and doubles as WIOA intake.
- Attend an AJCC orientation. Online or at a center. Confirm the schedule on workforce.org.
- Finish the eligibility check. Bring photo ID, your Social Security card, proof you can work, and income or layoff papers. Veterans bring the DD-214.
- Finish the assessment and the Individual Employment Plan. The written plan is required before training money is approved.
- Pick a program from the California ETPL. The program must be listed and lead to an in-demand job in the San Diego regional plan.
- Get the ITA. The ITA pays the school directly. Three to eight weeks from first appointment to a paid seat is typical for a board this size.
What does WIOA pay for in San Diego?
Approvals follow the county's priority sectors. Common approved fields:
- Healthcare: CNA, medical assistant, phlebotomy, EKG, LVN paths, and billing and coding. The county's hospital systems and biotech-adjacent clinics are large employers.
- Information technology and cybersecurity: help desk, networking, Security+ and other certifications. San Diego's defense and cyber cluster keeps this sector on the list.
- Advanced manufacturing and the trades: welding, machining, electrical, HVAC, and pre-apprenticeship paths.
- Transportation and logistics: CDL Class A and B, warehousing around the port and the border crossings.
- Life sciences support jobs: lab technician and biotech manufacturing certificates.
Check any exact program against the current California ETPL with your counselor. A listing for another region may not be approved for San Diego County.
