How does WIOA work in San Diego?
WIOA in San Diego runs through the San Diego Workforce Partnership, the local workforce development board for San Diego County, and is delivered at the county's America's Job Center of California (AJCC) sites. The Partnership operates AJCC career centers across the county, in the city of San Diego and in the North, East, and South County regions. Each handles WIOA intake, career counseling, workshops, and training referral. Youth 16 to 24 who are out of school are served through the Partnership's youth providers rather than adult intake. Ask at any center which door fits you.
Who qualifies in San Diego?
- Adult program: 18 or older, work-authorized, Selective Service compliant. Priority of service to public assistance recipients, other low-income individuals, and the basic-skills deficient. Veterans and eligible spouses have priority in every program; San Diego's large military population makes this the most common priority door at county centers.
- Dislocated Worker program: laid off or notified, receiving or exhausting UI, WARN-affected workers, displaced homemakers, and formerly self-employed workers.
- Youth program: 14 to 24 with one or more barriers, most funding directed to out-of-school youth 16 to 24.
How do you apply for WIOA in San Diego?
- Create your CalJOBS account. Register at caljobs.ca.gov. CalJOBS is the statewide labor exchange and doubles as WIOA intake.
- Attend an AJCC orientation. Online or at a center; confirm the schedule on workforce.org.
- Complete eligibility intake. Bring photo ID, Social Security card, work authorization, and income or layoff documentation. Veterans bring the DD-214.
- Complete assessment and the Individual Employment Plan. The written plan is required before training funds are approved.
- Choose a program from the California ETPL. The program must be listed and lead to an in-demand occupation in the San Diego regional plan.
- Receive the ITA. The ITA pays the provider directly. Three to eight weeks from first appointment to a funded seat is typical for a board this size.
