How does WIOA work in New York City?
New York City is its own local workforce area, the largest in the country. Adult and Dislocated Worker services are administered by the NYC Department of Small Business Services (SBS) through the Workforce1 Career Centers, under the NYC Workforce Development Board. WIOA Youth services run separately through the Department of Youth and Community Development (DYCD). The New York State Department of Labor administers the state program and the statewide Eligible Training Provider List. Reference: nyc.gov/sbs.
The NYC-specific vocabulary: the training voucher is called an Individual Training Grant (ITG) rather than an ITA, and the provider must be on the New York State ETPL. The New York State guide covers the statewide rules; this page covers the city.
Where do you go: Workforce1 Career Centers
SBS runs Workforce1 Career Centers in all five boroughs, plus sector-specific centers (for example, industrial and transportation, and healthcare) that recruit directly for employer partners. Any center handles WIOA intake, assessment, and the ITG process; the sector centers are the fastest route when your target job matches their employer pipeline. Confirm current locations and hours on the SBS site; orientation and many workshops are offered online.
Applicants 16 to 24 who are out of school are usually routed to DYCD's youth providers rather than a Workforce1 center.
Who qualifies in New York City?
- Adult program: 18 or older, work-authorized, Selective Service compliant. Priority of service to public assistance recipients, other low-income individuals, and the basic-skills deficient. Veterans and eligible spouses have priority in every program.
- Dislocated Worker program: laid off or notified, receiving or exhausting UI, WARN-affected workers, displaced homemakers, and formerly self-employed workers.
- Youth program (DYCD): 14 to 24 with one or more barriers, most funding directed to out-of-school youth 16 to 24.
NYC also layers city-funded training on top of WIOA, so a Workforce1 counselor may place you in a city program even when WIOA funds are committed for the quarter. Ask about both.
How do you apply for WIOA in New York City?
- Create your NY.gov ID and JobZone profile. JobZone is the state labor exchange; SBS also runs its own Workforce1 registration, which you complete at orientation.
- Attend a Workforce1 orientation. Online or at any center. Sector centers hold their own recruitment sessions.
- Complete eligibility intake. Bring photo ID, Social Security card, work authorization, and income or layoff documentation. Veterans bring the DD-214.
- Complete assessment and the Individual Employment Plan. The written plan is required before an ITG is approved.
- Choose a program from the New York State ETPL. The program must be listed and lead to an in-demand occupation for the NYC region.
- Receive the Individual Training Grant. The ITG pays the provider directly. Expect four to ten weeks from first appointment to a funded seat; NYC volumes run high and ITG funds are limited each program year.
What does WIOA pay for in New York City?
- Healthcare: CNA, home health aide to CNA bridges, medical assistant, phlebotomy, EKG, billing and coding, LPN pathways; the city's hospital systems are the largest private employers.
- Technology: help desk, networking, cybersecurity certifications, and board-approved bootcamps, including nonprofit IT programs with employer pipelines.
- Transportation and logistics: CDL Class A and B, TLC-related and transit pathways, warehousing.
- Construction and the trades: pre-apprenticeship pathways, OSHA and Site Safety Training credentials, electrical, HVAC, welding.
- Hospitality, food service management, and customer service.
