How does WIOA work in Houston?
WIOA in Houston runs through Workforce Solutions, the working name of the Gulf Coast Workforce Board. It covers Houston and a 13-county region and is run by the Houston-Galveston Area Council. Workforce Solutions runs career offices across Harris County and the counties around it, the largest network of any Texas board. Each handles WIOA intake, career counseling, workshops, and training referrals. Many also host on-site hiring events with regional employers. Confirm current locations and hours on wrksolutions.com. Orientation and many workshops are online.
Young adults 16 to 24 who are out of school are usually served through Workforce Solutions youth contractors rather than adult intake.
Who qualifies in Houston?
- Adult program: 18 or older, able to work legally, and signed up for Selective Service if that applies to you. Training money goes first to people on public assistance, people with low income, and people who need basic skills. Veterans and eligible spouses go ahead of others in every program.
- Dislocated Worker program: laid off or given notice, on unemployment or ran out of it, WARN-affected workers, displaced homemakers, and formerly self-employed workers. Energy-sector layoffs make this a busy door in Houston.
- Youth program: 14 to 24 with at least one barrier to work. Most of the money goes to out-of-school youth 16 to 24.
How do you apply for WIOA in Houston?
- Make your WorkInTexas.com account at workintexas.com. It is the statewide job site and the front door to WIOA intake.
- Visit a Workforce Solutions career office or attend the online orientation. Confirm the schedule on wrksolutions.com.
- Finish the eligibility check. Bring photo ID, your Social Security card, proof you can work, and income or layoff papers. Veterans bring the DD-214.
- Finish the assessment and the employment plan. Required before training financial aid is approved.
- Pick a program from the Texas ETPL. It must be listed and lead to an in-demand job on the Gulf Coast regional target list.
- Get training financial aid. Paid to the school directly. Usually three to eight weeks from first appointment to a paid seat.
