What is the Virginia ETPL?

The Virginia Eligible Training Provider List is the set of programs that WIOA money can pay for in the state. It is the Virginia Eligible Training Provider List, published by Virginia Works at virginiaworks.gov. Virginia Works (Virginia Career Works network) keeps it. A program has to be on the list, and lead to a job the local board calls in demand, before a Virginia Career Works center will issue an Individual Training Account for it. 2,126 Virginia programs are on the federal index, including 58 CDL, 63 CNA, and 39 LPN programs.

Capstone Workforce's free navigator checks your WIOA eligibility door in two minutes, and the $4.99 apply guide lists the Virginia programs in your field with the documents the state asks for, so you walk into intake with the program already picked.

What is on the Virginia list

Program typePrograms in VirginiaWhat that means for funding
All listed programs2,126Every program the state reported to the federal index
CDL (Class A and B)58See the CDL guide for what boards pay
CNA63The most-funded short healthcare program
Phlebotomy46Four to twelve weeks, funded nearly everywhere
LPN or LVN39Funded where the program fits the board's length cap
RN (associate degree)17Funded by boards that allow two-year programs
BSN3Rarely funded; four years exceeds most caps

Counts from the DOL ETA-9171 index at TrainingProviderResults.gov, counted by program name and credential in September 2026. The state's own list is the one a counselor funds from; the two usually match but the state list updates first.

Virginia publishes exactly why a program gets removed: failing to submit the required data, losing credentialing authority, failing to respond to requests, or no longer meeting the eligibility standards. Three of those four are administrative, which means a program can vanish from the list for paperwork reasons while still being a good program. A provider has 30 calendar days to appeal in writing to WIOA-ETPL-Appeals@virginiaworks.gov, so ask the school whether a missing listing is under appeal.

How WIOA pays for a program on the Virginia list

  1. Find your center. The Virginia WIOA guide covers intake, documents, and timing in the state.
  2. Register on the Virginia Workforce Connection.
  3. Register for your region’s WIOA information session and watch the required orientation video; Northern Virginia starts at vcwnorthern.com/wioa.
  4. Complete the eligibility determination meeting with your documents.
  5. Build the employment plan with your case manager, choose a program on the Virginia ETPL, and receive the ITA.

WIOA is a grant. You do not pay it back if you finish the program. The national application guide covers the six steps in detail, and the occupation guides cover what boards typically pay for CDL, CNA, LPN, phlebotomy, and the trades.

How a training provider gets on the Virginia ETPL

Virginia Works rebuilt how providers apply, are reviewed and selected, and takes questions at WIOA-ETPL-Inquiries@virginiaworks.gov. A provider meets the state minimum requirements, applies with the current application documents, and submits each new program through the regular approval cycle even if the provider is already listed. At the close of each fiscal year in June, a listed provider files performance data for every approved program plus its most current license or certificate to operate.

Initial eligibility asks for the program's credential, length, cost, and the occupation it leads to. Continued eligibility asks for outcomes. Once in the first twelve months, then every twenty-four. A provider completes an eligibility renewal once within its first 12 months of eligibility and every 24 months after that, and submits required program performance data each year: enrollment counts, completion counts, credential attainment, employment outcomes and wage information.

Registered apprenticeship sponsors are listed automatically on request in every state; the apprenticeship guide covers that path.

The counselor's first question is usually this one: "Why this training, and how will you get to class every day for the length of the program?" Your answer at that appointment decides your funding. Practice it and the rest of the visit out loud for 7 days. The AI plays the counselor and scores how clear you were. One payment, nothing renews.

What staying on the list requires: the reporting

Every listed program reports the same federal measures each year: how many participants completed, how many were employed in the second and fourth quarters after exit, their median earnings, and how many earned the credential. States pull employment and earnings from wage records; providers supply completions and credentials. A program that misses the state's minimum levels comes off the list, and a provider that misses the reporting deadline comes off with it.

The two numbers providers most often cannot produce on demand are credential attainment inside the one-year window and a verified placement record. The credential attainment guide and the six-indicator guide cover what each requires.

Does being on the ETPL mean WIOA will pay for my program?

Being listed is necessary, not sufficient. No statewide cap; each regional board sets its own. Ask your case manager for the board cap and whether funds remain this program year. The board also has to call the job in demand for your area.
