What is the New Mexico ETPL?

The New Mexico Eligible Training Provider List is the set of programs that WIOA money can pay for in the state. It is New Mexico's ETPL, maintained by the Department of Workforce Solutions on jobs.state.nm.us and built through the NM Workforce Connection Online System. New Mexico Department of Workforce Solutions keeps it. A program has to be on the list, and lead to a job the local board calls in demand, before a New Mexico Workforce Connection center will issue an Individual Training Account for it. 685 New Mexico programs are on the federal index, including 34 CDL, 11 CNA, and 4 LPN programs.

Capstone Workforce's free navigator checks your WIOA eligibility door in two minutes, and the $4.99 apply guide lists the New Mexico programs in your field with the documents the state asks for, so you walk into intake with the program already picked.

What is on the New Mexico list

Program typePrograms in New MexicoWhat that means for funding
All listed programs685Every program the state reported to the federal index
CDL (Class A and B)34See the CDL guide for what boards pay
CNA11The most-funded short healthcare program
Phlebotomy9Four to twelve weeks, funded nearly everywhere
LPN or LVN4Funded where the program fits the board's length cap
RN (associate degree)11Funded by boards that allow two-year programs
BSN5Rarely funded; four years exceeds most caps

Counts from the DOL ETA-9171 index at TrainingProviderResults.gov, counted by program name and credential in September 2026. The state's own list is the one a counselor funds from; the two usually match but the state list updates first.

The rules changed recently: NMDWS Policy Issuance 24-001 took effect August 22, 2024 and rebuilt the certification system. A school quoting its approval from before that date is quoting the old system, so confirm the current listing rather than taking a certificate at face value.

How WIOA pays for a program on the New Mexico list

  1. Find your center. The New Mexico WIOA guide covers intake, documents, and timing in the state.
  2. Register in the New Mexico Workforce Connection Online System.
  3. Contact your Workforce Connection center for eligibility intake.
  4. Build the employment plan with your case manager.
  5. Choose a program on the New Mexico ETPL and receive the ITA.

WIOA is a grant. You do not pay it back if you finish the program. The national application guide covers the six steps in detail, and the occupation guides cover what boards typically pay for CDL, CNA, LPN, phlebotomy, and the trades.

How a training provider gets on the New Mexico ETPL

Two steps. A provider applies through the Workforce Connection Online System, and the Workforce Connection Collaborative of New Mexico reviews the application, decides whether the training is for an in-demand occupation, and recommends approval. The State ETP Administrator then holds final authority to approve or deny. Registered Apprenticeship sponsors are invited to register at no cost.

Initial eligibility asks for the program's credential, length, cost, and the occupation it leads to. Continued eligibility asks for outcomes. Annual performance reporting, with apprenticeship status rechecked at least every two years. The state matches ETP records against Unemployment Insurance wage data for annual performance reporting, and sets minimum performance levels a provider must keep meeting to stay eligible. Out-of-state programs have their applications and renewals reviewed the same way.

Registered apprenticeship sponsors are listed automatically on request in every state; the apprenticeship guide covers that path.

What staying on the list requires: the reporting

Every listed program reports the same federal measures each year: how many participants completed, how many were employed in the second and fourth quarters after exit, their median earnings, and how many earned the credential. States pull employment and earnings from wage records; providers supply completions and credentials. A program that misses the state's minimum levels comes off the list, and a provider that misses the reporting deadline comes off with it.

The two numbers providers most often cannot produce on demand are credential attainment inside the one-year window and a verified placement record. The credential attainment guide and the six-indicator guide cover what each requires.

Is my school on the New Mexico ETPL?

Does being on the ETPL mean WIOA will pay for my program?

Being listed is necessary, not sufficient. No statewide cap; each of the four boards sets its own. Ask your case manager for the board cap and whether funds remain this program year. The board also has to call the job in demand for your area.
