What is the Arizona ETPL?

The Arizona Eligible Training Provider List is the set of programs that WIOA money can pay for in the state. It is the statewide Arizona ETPL, kept by the Department of Economic Security and searched in Arizona Job Connection. Arizona Department of Economic Security (ARIZONA@WORK) keeps it. A program has to be on the list, and lead to a job the local board calls in demand, before an ARIZONA@WORK office will issue an Individual Training Account for it. 1,081 Arizona programs are on the federal index, including 49 CDL, 28 CNA, and 7 LPN programs.

Capstone Workforce's free navigator checks your WIOA eligibility door in two minutes, and the $4.99 apply guide lists the Arizona programs in your field with the documents the state asks for, so you walk into intake with the program already picked.

What is on the Arizona list

Program typePrograms in ArizonaWhat that means for funding
All listed programs1,081Every program the state reported to the federal index
CDL (Class A and B)49See the CDL guide for what boards pay
CNA28The most-funded short healthcare program
Phlebotomy31Four to twelve weeks, funded nearly everywhere
LPN or LVN7Funded where the program fits the board's length cap
RN (associate degree)14Funded by boards that allow two-year programs
BSN4Rarely funded; four years exceeds most caps

Counts from the DOL ETA-9171 index at TrainingProviderResults.gov, counted by program name and credential in September 2026. The state's own list is the one a counselor funds from; the two usually match but the state list updates first.

Review runs about thirty days. Because Registered Apprenticeships are listed without that application and without an initial eligibility period, an apprenticeship and a classroom program sitting side by side on the list have not been checked the same way.

How WIOA pays for a program on the Arizona list

  1. Find your center. The Arizona WIOA guide covers intake, documents, and timing in the state.
  2. Create an Arizona Job Connection account with complete demographics and work history (no income documents needed at this stage).
  3. Confirm which of the twelve local areas serves your address, then contact that ARIZONA@WORK office.
  4. Complete eligibility with staff. Arizona generally needs one source document per criterion; documents are uploaded into Job Connection, so redact anything not needed and never upload medical records.
  5. Watch the 30-day window: enrollments sit pending until a designated staff member approves them, and policy requires approval within 30 calendar days or eligibility must be redetermined.
  6. Choose a program from the Job Connection search and receive the ITA voucher.

WIOA is a grant. You do not pay it back if you finish the program. The national application guide covers the six steps in detail, and the occupation guides cover what boards typically pay for CDL, CNA, LPN, phlebotomy, and the trades.

How a training provider gets on the Arizona ETPL

Providers complete the online application in Arizona Job Connection. The local ARIZONA@WORK board for the area reviews it, then the Workforce Arizona Council and DES approve the statewide listing. Registered Apprenticeship programs skip that application: having already been vetted by the Arizona Apprenticeship Office or the US Department of Labor, they are not subject to the same application, performance information requirements, or initial eligibility period.

Initial eligibility asks for the program's credential, length, cost, and the occupation it leads to. Continued eligibility asks for outcomes. Annual. Providers submit student performance data with the initial application and again each program year for the ETPL Annual Performance Report, through Arizona Job Connection.

Registered apprenticeship sponsors are listed automatically on request in every state; the apprenticeship guide covers that path.

The counselor's first question is usually this one: "Why this training, and how will you get to class every day for the length of the program?" Your answer at that appointment decides your funding. Practice it and the rest of the visit out loud for 7 days. The AI plays the counselor and scores how clear you were. One payment, nothing renews.

What staying on the list requires: the reporting

Every listed program reports the same federal measures each year: how many participants completed, how many were employed in the second and fourth quarters after exit, their median earnings, and how many earned the credential. States pull employment and earnings from wage records; providers supply completions and credentials. A program that misses the state's minimum levels comes off the list, and a provider that misses the reporting deadline comes off with it.

The two numbers providers most often cannot produce on demand are credential attainment inside the one-year window and a verified placement record. The credential attainment guide and the six-indicator guide cover what each requires.

How do I search the Arizona ETPL?

Searchable directly at azjobconnection.gov/search/programs (about 941 WIOA programs plus 160 Registered Apprenticeships). The federal index at TrainingProviderResults.gov shows the same programs with their reported completion and employment rates.

Is my school on the Arizona ETPL?

Annual. Providers submit student performance data with the initial application and again each program year for the ETPL Annual Performance Report, through Arizona Job Connection.

Does being on the ETPL mean WIOA will pay for my program?

Being listed is necessary, not sufficient. No statewide cap. City of Phoenix: up to $10,000 in a targeted sector (advanced business services, construction, healthcare, manufacturing, IT), up to $7,000 outside them. Maricopa County: $4,000 for adults and dislocated workers, $6,000 for youth, and no funding at all outside its targeted industries; Maricopa also requires a Pell application first at Pell-eligible schools. Pima County publishes no figure; ask. The board also has to call the job in demand for your area.
