How each date is derived

Federal quarterly reports (ETA-9173)

States submit quarterly performance reports to the Department of Labor 45 days after each calendar quarter ends: Feb 14, May 15, Aug 14, and Nov 14. Your provider data has to be in the state system before the state can submit, which is why the state data-entry rows land earlier.

Annual report (ETA-9169)

The state annual performance report for a program year (July 1 to June 30) is due to DOL by October 1. Anything not documented by then is argued about, not reported.

Measurable Skill Gains cutoff

A skill gain counts for the program year in which it is documented. June 30 is the hard cutoff. A gain recorded on July 1 helps next year's rate, not this year's.

Employment, 2nd quarter after exit

A participant who exits in a given calendar quarter is measured on employment during the second full quarter after it. Exit in October through December, and the measured window is the following April through June. Median earnings use the same quarter.

Employment, 4th quarter after exit

The same anchor, two quarters later. This is the last performance window for a cohort, which is why outcomes are not final until more than a year after the last participant exits.

Credential attainment

Credentials count when earned during the program or within one year of exit. After the one-year mark, the cohort's credential rate is what it is.

Wage-record lag

Employment is verified against state UI wage records, which typically become available about two quarters after the quarter being measured. Plan your funder conversations around when the data exists, not when the window closes.

State data-entry deadlines

Each state sets its own deadline for providers to have participant data in the state MIS, usually a few weeks after quarter end. These are not centrally published, so this tool shows a typical 20-day default flagged for confirmation. Enter your state's actual offset above once you know it.
