Capstone Workforce runs the free WIOA eligibility tool that job seekers in every state use to find out whether training can be funded, where to apply, and which approved programs have the strongest outcomes. Programs on your state's Eligible Training Provider List appear in those results. This is how you hear from the people who picked yours.
They answer four questions: their state, which eligibility situations apply to them, whether they want a certification or an apprenticeship, and which field. The tool returns their WIOA eligibility door, the intake path in their state, and the documents to bring.

When a job seeker clicks through to your program, or asks to have their plan sent by email with your program in it, that is a lead. It arrives already knowing its funding door, its state, and its field, and it has read your outcomes and picked you anyway.
Most education leads are a name and an email from someone who filled out a form to see a price. These are different. Every lead has already done the work that usually happens at a first appointment.
A lead that arrives with its funding source identified removes the two things that stall enrollment: the financing conversation and the risk that the seat goes unpaid. It also counts toward the performance record that keeps your program on the state list.
Pricing is a flat fee per qualified lead or a flat monthly listing, set with you based on your state and field. The fee never changes based on whether a lead applies, enrolls, or receives aid.
That is deliberate. Most WIOA-approved providers participate in federal financial aid, and federal rules bar paying for recruitment on a per-enrollment basis. Screening prospective students against the requirements a school has published is explicitly permitted, and that is what this tool does. We will not offer per-enrollment pricing or tuition share to anyone, and we will not rank programs by who pays. Outcome data stays on every listing.

It has also seen the program's published completion, employment, and earnings data and clicked through anyway.

The structure is built around them. 34 CFR 668.14 bars paying for recruitment on a per-enrollment basis but explicitly permits payment for screening prospective students against requirements a school has published, which is what the Navigator does. Fees are flat and never contingent on enrollment.
